A couple have been charged after a six-year-old boy was found naked and locked in a dog cage at a Philadelphia home – and two teenage girls in diapers wandering outside in the rain.
Michelle Campbell, 30, and Paul Weber, 31, are charged with recklessly endangering the well-being of a child and a person, the Philadelphia Police Department’s Sargent Eric Gripp told CBS Philadelphia News.
A concerned neighbor alerted police after hearing screams in a Philadelphia neighborhood around 1 p.m. Thursday.
When officers arrived, they found the two female children, aged 4 and 5, outside the home. When they gained entry, they found the little boy locked in the dog cage with a blanket and pillow. A cable tie had been used to keep the gate closed.
Investigators said a woman in the home, and the mother of at least one of the three children, was taken to the Special Victims Unit, where she was questioned by police. She has not yet been charged.

A concerned neighbor alerted police after hearing screams at the 4200 block of Glenview Street in northeast Philadelphia around 1 p.m. Thursday
Police are also looking for the children’s father as part of the investigation.
An elderly woman in a wheelchair and a 40-year-old man were also found in the home, officials said.
Police believe the 80-year-old woman is the children’s grandmother or great-grandmother and the adult man is an uncle with intellectual disabilities.
The children did not appear to be injured but were taken to a hospital for evaluation and are then being cared for by DHS, officials said.
Police said two other children who live in the home were at school at the time, NBC Miami reported.

Neighbor Hector Perez found the children returning home from work and was horrified by what he saw.
“You’re wearing Pampers. They have no shirts, no pants, they have no shoes. They’re screaming, it’s raining, it’s cold,” Perez told Action 6 News.
“They cry out for their mother and father.”
The Department of Human Services has been to the house before, a neighbor said, the news outlet reported.
“Due to state confidentiality laws, DHS cannot comment on whether or not a family has current or past DHS involvement,” the department said in a statement to Action News.
Others said the boy may have autism, although police could not confirm this at the time, NBC Miami reported.
“We don’t know everything that’s going on here,” the police spokesman said.
“We have a long investigation ahead of us. But obviously we don’t live in a world where under no circumstances should we leave a child in a cage or small children out in the rain.’
