A Sydney rapist who attempted to have his teenage victim killed by a hitman is being held on a tight leash after his release from prison after the state successfully petitioned to place him under a control order.

Kevin Bou-Antoun was released on parole in June 2021 after serving 18 years in prison for repeatedly raping a 16-year-old and attempting to evade justice by having a hitman murder her.

He was arrested in 2003 after he and another man repeatedly raped a 16-year-old girl in North Bondi.

While in prison, he attempted to hire a hitman, but his cellmate alerted the police to his plot and he was subsequently stabbed by the police.

After taking her cell phone, Bou-Antoun told her, “If she tells the police anything, we will kill her because you can get fewer years for killing her than for raping” and threatened to throw her body in a river .

Bou-Antoun beat the girl before he and the other man repeatedly sexually abused the girl, despite her protests to stop.

The victim reported the attack to the police, and Bou-Antoun and his accomplice were identified from his car’s license plate number and cellphone records and arrested.

They were also caught during a police surveillance while discussing the incident.

While on remand in prison, Bou-Antoun gave his cellmate the girl’s data, which he intended to pass on to a hitman.

However, his cellmate passed the information on to the police instead.

A bug planted in his cell caught him paying $23,000, including a $3,000 down payment, to have the girl killed.

“I just want to kill that bitch, I want to kill her,” he told his cellmate.

He was caught on the same wiretapping talking to an undercover cop about the conspiracy and that he wanted him to “punch her in the stomach” and “I want her to be in a lot of pain.”

“Tell her it’s from, it’s from Michael,” he said, referring to the false name he gave the girl.

He pleaded guilty to aggravated sexual assault and solicitation of murder before being sentenced to 19 years in prison with a 14-year non-parole period.

The state applied to the NSW Supreme Court for orders that would allow them to keep a close eye on him for fear he might be offended again.

In a year-long court case, the state requested that he be subject to a three-year extended custodial order under the Risk Offenders Act.

Lawyers working for Bou-Antoun argued that he should only be subject to inspection orders for two years.

However, in orders by Judge Peter Garling on Friday, the Supreme Court granted the state a three-year surveillance order that is scheduled to expire in July 2025.

Conditions include wearing an electronic surveillance device and not possessing a prohibited weapon by June this year.

Judge Garling also declined to issue other orders proposed by the state, including that Bou-Antoun provide information about his financial affairs and that he not associate with anyone who has consumed alcohol.
