Inmates at a federal prison in Miami were recorded yelling from a window at women sunning themselves by a pool in a new downtown apartment complex.
About four women in bikinis were seen raising their hands to their eyebrows to block out the sun and glimpse the men yelling at them from a cage window about six floors above them.
Some of the prison’s windows overlook the Downtown 5th apartments and their facilities – a potential oversight by the developers of the new complex, which was completed in 2021.
One inmate was wearing a black T-shirt and white shorts and cupped a hand around his mouth to amplify his yelling at the women.
As he makes threatening noises and even whistles at the women, one sat up and adjusted her bikini, seemingly uncomfortable.

The Federal Detention Center is located at the corner of Northeast Fourth Street and North Miami Avenue and is operated by the Federal Bureau of Prisons.
It houses about 1,100 inmates, both male and female, and has done so since about 1995.
The new Downtown 5th apartments will include one-, two- and three-bedroom units with monthly rental prices ranging from approximately $1,700 to $4,000, according to Melo Group, the company behind the development.
It was built on a former parking lot. For the past week, residents have been complaining about the unrest caused by the prisoners.
One resident, Ryan Rea, who captured the viral video, told Local10 News: “I don’t use the pool here that often because it doesn’t get very much sun, but it does get sun during the time they are there .’
Rea said he moved in just over a year ago and is paying $2,700 a month for his two-bedroom unit. He said he knew the detention center was there, but moved in anyway.

The swimming pool, which is part of the Downtown 5th Apartments, is directly overlooked by a portion of the Miami Federal Penitentiary
“I moved in right at the peak when everyone was moving to Miami and there was very little availability,” he said.
“The Downtown 5th apartments feature expansive balconies with bay and city views and floor-to-ceiling sliding doors,” the developer said in marketing materials.
In a statement to Local 10 News, a spokesman for the prison said:
“While we do not discuss internal policies or safety practices due to safety concerns, we can report that the issue depicted in the video is being investigated and we are actively seeking a solution that both addresses public concerns and is consistent with American Correctional Association guidelines .«
