Rishi will set out his vision for the UK to become the global leader in monitoring AI threats when he meets with Joe Biden

  • Rishi Sunak wants to found a global AI monitor and host an international summit
  • He will discuss the proposals with Joe Biden at White House talks

Rishi Sunak will outline his ambitions for Britain to be a world leader in tackling artificial intelligence threats when he meets Joe Biden this week.

The Prime Minister wants to set up a global AI watchdog in London and hopes to host an international summit to draft rules for AI regulation.

He will discuss the proposals with the US President during talks at the White House. Mr. Sunak is visiting Washington DC on Tuesday to discuss Ukraine and security with Mr. Biden, but AI will also be “high” on the agenda.

Last week, some of the biggest names in tech warned that AI could lead to the destruction of humanity and called for it to be given priority over risks like nuclear war.

There are fears that humanity could lose control of super-intelligent systems, or that AI could launch cyberattacks, or threaten democracy by spreading mass disinformation.

Mr Sunak believes the UK is well placed to bring allies together to agree on an approach to tackling the threats while seizing the opportunities. On Sunday evening, a Government source said: “The Prime Minister is acutely aware of the need for an international focus as technology advances, to ensure we can both capitalize on the opportunities and manage the risks.”

“The UK is well positioned to be a leader in this and the first step is to work with our allies around the world.”

Mr Sunak has been meeting with tech chiefs to discuss AI over the past few weeks, saying last week that while it can bring “huge benefits”, it must be done in a “safe” way. He said: “I think the UK can play a leadership role because ultimately we will only get through this problem and solve it if we work together not just with the companies but with countries around the world.”

“It’s something I discussed with other leaders at the G7 last week. I will do that again when I visit the US.”

Mr Sunak is said to be convinced that the UK is well placed to bring together allies from around the world post-Brexit, as it has done with the Aukus Security Pact and the Hiroshima Accords, a strategic partnership with Japan.

“It’s something he’s very passionate about,” an official source said. “People are concerned and we need to show leadership.”

It was reported over the weekend that Mr Sunak is planning to host a world summit in London in the autumn to draw up international rules for AI.

The Telegraph said it would seek Biden’s approval when he visits Washington DC, but sources told the Daily Mail nothing had been confirmed.

A global AI overseer could take cues from the International Atomic Energy Agency (IAEA), The Times reported.

It monitors the use of nuclear energy, promotes the peaceful use of nuclear energy and seeks to prevent its use for military purposes. It was founded in 1957 and has 176 countries as members.

The idea of an IAEA-style watchdog for AI was promoted by Sam Altman, CEO of OpenAI, founder of ChatGPT, who met Mr. Sunak last week.

He said a new body could inspect systems, enforce audits and test new products.
